Easton Introduces New Paperless Billing System

Residents can view billing information online and pay town bills electronically.

 

Easton Town Collector/Treasurer Teresa Desliva told selectmen Monday night that a new paperless billing system will make life easier for the town's collection department and town residents.

"It’s a new system from the old one that we previously had and we’re very excited about it," Desilva said. "It’s going to be a very efficient and user friendly service to use."

The new system will allow residents to make and schedule payments online, constantly access account information, receive reminders and receipts via email and send confirmations. The collection department is sending forms to residents asking for email information for those who wish to participate.

The system will incorporate a 40-cent fee for bank card or debit payments. Credit card payments will be consistent with credit card standards, Desilva said. The processors, not the town, will benefit from the fee.

While a fee is associated, she said the contract was up for the town's old system, which would have begun to charge a fee as well. She said customers can print the bill and mail it in if they choose.

She said the new system will also save payment history for up to 18 months, allowing customers to research payments.

"It is kind of wasteful – all of that paper," Town Administrator David Colton said. "People who are physically writing check and putting stamp on and mailing that, this is a great system for them."

Does this mean will "will not need" the new position that was hired in the Collector/ Treasurer's Office this FY? If we cut down on billing and paperwork that would lead to less lines and less staff needed. Just a thought.

There is no new position in the Collector's Office. The new person you see bumped into that job by union rules and had to take a pay cut. half the staff in that office is now part-time. If enough people use the paperless system we may be able to make further cuts to staff. FYI two town hall employees were laid off on July 1. It really isn't helpful to the functioning of the Town offices to be pushing for further cuts in staff right now.

Save all that money on print, paper and postage, then gouge fees for paying electronically. Nice touch. Even though you're now saving time and money on not processing payments that are mailed in.

I could be wrong, but I believe it's against the law for a private business to charge a fee for paying with a credit card. Anyone know if government is exempt from this law?

I handle the credit card services in our office. It isn't "illegal" but it violates the agreement that the company signs with Visa, MasterCard, etc. for the 'privilege' of accepting their customer's cards.
Credit card's charge vendors up to 5% in transaction fees. Personally, I'd rather have a resident pay that fee if they really want to use a credit card rather than have it come off the top of their taxes. If the town absorbs that cost, it's just going to eat up already limited funds and all of our taxes will just go up to subsidize it.

I just paid my RE taxes on online last night with my checking acct and was only charge 40 cents. I saved a penny from the stamp!
